The concept of a comprehensive community plan was first introduced to the Discovery communities in May 2007 with the release of the Discovery Community Planning Framework. The values and elements that were identified in the framework as being essential were adapted from the Building Capacity for Local Decision-Making Learning Guides developed by the Center for the Study of Social Policy. These same values and elements became the required components of comprehensive community plan for the local capacity building partnership grants.
The Memorial Fund and the Partnership Management Team worked together to bring the skills, knowledge and expertise of the Center for the Study of Social Policy (CSSP) to Connecticut communities. The goal of the technical assistance offered by CSSP is to strengthen community capacity to develop an inclusive decision-making process and a results-driven community plan by providing practical and evidence based tools.
