Government and institutions have policies that either help or hinder efforts to improve outcomes for young children. Parents and other stakeholders, working in communities and across the state, are paying attention to those policies, how they are implemented and how they affect the lives of children and families. These advocates are most effective when all constituencies work together to develop leadership, to set goals, to advocate for policy changes, and to evaluate continuously the effectiveness of current programs.
